Local Administrative User Registration Forms
Each location (court, agency, office) will need to identify a local administrative user (LAU) for the PSRS who will be assigned administrative rights to add/remove other local users of the system. The LAU will need to complete an electronic PSRS User Registration Form so they can be set up in the system. Once the LAU's account is set up in the system, OCA will send a notification with guidance on how to enter other end-users to their location in the system.
Only one electronic PSRS User Registration Form needs to be submitted per location/ORI number. OCA recommends that the Local Administrative User (LAU) selected by each location/ORI be the one to complete the form.
In addition, OCA also recommends that the LAU be the same representative who is the Department of Public Safety’s (DPS) Terminal Agency Coordinator (TAC).

PSRS Users
Each jurisdiction/ORI will have two different types of system users.
Local Administrative Users (LAU)
Each jurisdiction/ORI will have one administrative user who can edit, add, and remove all other users in the system. Though not required, it is recommended that the PSRS administrative user also be either the Terminal Agency Coordinator (TAC) or the Administrator that is required by DPS. Both DPS and the Federal Bureau of Investigations (FBI) require that all agencies with a terminal with access to TLETS appoint a TAC per ORI number. If your jurisdiction/ORI does not have a terminal with TLETS access, you can appoint an Administrator. More information on TACs and Administrators can be found here.
System End Users (SEU)
The level of access for SEUs will be determined by the LAU. SEUs can have access to enter information into the PSRS and pull criminal history information from TLETS through the PSRS if they have a TLETS User ID.
