The 21st District Court’s Order of March 15th, 2020 and the 335th Court’s Order concerning procedures per First Emergency Order of the Supreme Court of Texas and Court of Criminal Appeals of Texas are cancelled and replaced by this Order. 2. These procedures are effective immediately and will continue until Midnight May 8th, 2020 unless extended, modified or cancelled by Court Order. 3. All Jury Trials are cancelled through May 8th, 2020. 4. All previously scheduled in-person hearings and public dockets are cancelled through May 8th, 2020. 5. The Court will not conduct non-essential hearings in-person through May 8th, 2020. 6. Subject to constitutional limitations, the Court will allow anyone involved in a hearing to appear by telephone; this includes a party, attorney, witness, court reporter, court staff, clerk, witnesses and probation officer. It does not include law enforcement necessary for court security. 7. For essential in-person hearings please contact the Judge to arrange a time and place for a public, in-person hearing. Docket No. 20-007) - FIRST EMERGENCY ORDER REGARDING THE COVID-19 STATE OF DISASTER: CRIMINAL DOCKETS: Effective immediately, Hearings and Court Appearances are cancelled for Tuesday, March 17, 2020; Wednesday, March 18, 2020; Monday, March 30, 2020; Tuesday, March 31, 2020; and Wednesday April 1, 2020. Cases will be re-set and you will receive notice in the mail of your re-set date. No warrants shall issue for a failure to appear on those dates. Any party with counsel who wishes to enter a plea may do so, and it shall be submitted to the court ONLY via e-file. THE CRIMINAL JURY DOCKET FOR THE WEEK OF MARCH 23, 2020 IS CANCELLED. JURORS WILL NOT BE REQUIRED TO APPEAR. PROBATE DOCKETS: The Probate Dockets on Thursday, March 19, 2020; and Thursday April 2, 2020 will not be cancelled, but all paperwork MUST be e-filed before the hearing date, including Orders to be signed. Closed until further notice Pandemic Important Notice: Orange County Justice of the Peace Courts Pct 1, Pct. 2 and Pct. 3, ONLY. Our courts and staff care about you and our community. Due to the coronavirus disease (COVID-19), and in an effort to protect all of our community, limit exposure and maintain our judicial systems, Justice of the Peace Courts in Precincts 1, 2 and 3 in Orange County are hereby suspending all non-essential court proceedings. This includes evictions, traffic/criminal, civil, bench and jury trials. Jury service is also suspended until the end of April. Each JP courts will release the status of our April cases in the upcoming weeks. We will continue to monitor and address the situation as more information becomes available. Our courts remain open to answer questions, receive filings, process payments and perform other essential duties. Please note that this status could change at any time. We will accept filings for evictions and writs of possession, but be aware that scheduling and service of these filings will be delayed for 30-60 days. Anyone that has received a citation/ticket from March 13 forward will receive an additional 30 days to make an appearance in court. An "appearance" does not have to be in person. Please contact the court on how to make an appearance by phone, mail or email. Persons with COVID-19 or flu-like symptoms, fever or who are coughing and sneezing, must contact the respective courts by phone or e-mail before appearing. The listed cases will only be heard by special setting. If you have a need for one of these hearings, please contact the court and the need will be evaluated on a case by case basis, and a special date and time will be scheduled, If you currently have settings during this time period, they are cancelled effectively immediately and will need to be rescheduled on or after May 11, 2020. The court strongly suggests that all contested temporary and final family law matters attempt mediation before contacting the court for a setting. This court plan does not include CPS Court and Attorney General Court cases. The judges for those courts will implement their own court plans. Further, due to recommendations by the CDC and advisory opinions from the OCA, effective March 16, 2020, all attorneys and court staff traveling on domestic or international flights will be required to have a 14 day waiting period before participating in court matters. Pandemic March 20, 2020 Pursuant to the Texas Supreme Court (Order 20-9042) and the Texas Court of Criminal Appeals (Order 20-007) and by recommendation from the 3rd Regional Presiding Judge and the Texas Office of Court Administration, all jury trials are cancelled through May 31st, 2020. Additionally, all non-jury dockets are cancelled through April 12th, 2020 (except for those previously approved by the Court). Essential hearings will be conducted. Essential hearings are criminal matters such as magistration, writs of habeas corpus, civil matters such as mental health commitments, juvenile detentions, emergency CPS removals, family violence protective orders, ex-parte temporary restraining orders, habeas corpus proceedings arising under the Texas Family Code and any other matter that may be deemed an essential matter by the Court. If there is a plea ready, an uncontested hearing, or if all parties agree on a ruling, please call the court to get a court date. Video conferencing is currently being evaluated for use in the courtrooms to conduct hearings by this method. Please do not come to the courthouse without calling the Court for any matter to be set in the County Courts at Law. Attorneys and parties are expected to recognize the emergency and public health nature of this situation and to cooperate in presenting to the Courts only those matters that must be resolved immediately and that are fully ready to be resolved. The Courts strongly recommend to all litigants to take this time to work a solution to your cases. There is no face to face contact with court staff, attorneys or the Judge. The court’s phone line is still being answered, however, staff is extremely busy answering the phones at this time. Not only does this allow court staff to answer you in a timely manner, this will give you documentation of your correspondence with the Court. Closed until further notice Pandemic Beginning March 24, 2020, The Magnolia Municipal Court is taking proactive measures to prevent the spread of the Coronavirus (COVID-19) by practicing the Center for Disease Control’s (CDC) recommendations of social distancing and closing the court and the clerk's office to the public until further notice. The court clerk’s office will remain open and we will continue to answer all telephone calls and emails. The court has cancelled hearings and trials for the month of March and April. We will be rescheduling court hearings and trials for a later date and you will be notified by USPS, email and phone as soon as those dates are made available. We are currently accepting payments for citations by phone at 1-800-444-1187 and online at www.trafficpayment.com. If you call the 800 number, you must let Traffic Payment know upfront that you have a code to reduce the convenience fees while the court is closed to the public. If you pay online, the website will prompt you to enter the code as well. The code you will enter or tell the customer service operator is: TM1548. You may also mail your payments or any documents to the court via USPS or use our drop box located outside by the court’s main entrance door. For your protection, please do not put cash in the drop box. During these open hours only one person will be admitted into the waiting area to conduct business. The hours are limited to these times because to reach the court's clerk's office, a person must enter through the city hall's main doors. The court is in the process of making available a system online, whereby a person may confirm an outstanding charge and pay by credit card.

Closed until further notice Pandemic Orange County Justice of the Peace, Precinct 1, 2, 3 and 4 Offices will be closed as of Monday, April 6, 2020 through Thursday, April, 9, 2020. Friday, April 10, 2020 is a county observed Holiday, Good Friday. This closure will be re-evaluated weekly moving forward, according to the County Judge, John Gothia. An employee of Orange County has tested positive for COVID-19. The Department of Public Health will be conducting an investigation of the buildings the employee may have entered. Once the buildings are identified, they will be professionally disinfected.
