One Connection. Fewer Steps. Faster Workflows.
The Texas Office of Court Administration (OCA) is now accepting applications for reimbursement of eligible costs to connect a local jail management system or case management system to the Public Safety Report System (PSRS) through an API. Integration helps reduce duplicate data entry, improve data accuracy, and support more efficient workflows.
Eligible Texas counties and municipalities that use PSRS and maintain a jail or case management system may apply. Funding covers eligible integration costs; ongoing licensing, maintenance, and subscription costs are not eligible. This is a reimbursement program; advance payments are not available.

About the Application Portal: The link opens the shared Texas Judicial Branch grant portal, which displays Office of Court Administration and Texas Indigent Defense Commission (TIDC) branding. This is the correct portal for the PSRS API Integration Grant. Existing users may log in; new users should select “Create Account” to begin.
Applications will be accepted through July 16, 2027, unless available funding is fully awarded earlier. Eligible expenses and reimbursement requests are due by June 30, 2029.

After Your Grant Award: Getting Connected
Note: The grant application requests reimbursement funding. The API Request Form starts technical coordination. These are separate processes.
-
Submit an API Request: Public Safety Report System API Request Form. OCA uses this information for grant coordination and tracking and forwards it to Catalis, the PSRS vendor.
-
Catalis provides technical guidance. Catalis contacts the person listed on the request form with API technical instructions and any additional information needed to begin integration.
-
The vendors coordinate integration. Technical communication then takes place directly between Catalis and your jail or case management system vendor. If you need assistance with coordination or follow-up, contact OCA’s Bail and Pretrial Services team at bail@txcourts.gov.
-
OCA receives confirmation of completion. Catalis notifies OCA when the API integration is successfully completed. OCA updates its records to support tracking and review of the jurisdiction’s reimbursement request.
-
Request reimbursement. Submit your reimbursement request through OCA’s Online Grant Portal, including the required invoices, proof of payment, and completion documentation described in the grant documents.

Already working on a PSRS API integration?
Completion of an application through OCA’s Online Grant Portal is required to request reimbursement. Submitting an API Request Form or beginning integration work does not constitute a grant application or guarantee funding.
If you have already submitted an API Request Form, contact bail@txcourts.gov to confirm your request status and next steps.
For questions about previously incurred costs or grant eligibility for work already underway, contact Antonia Casarez.
Frequently Asked Questions (FAQ)
Does API access replace PSRS use? No. Agencies remain responsible for ensuring required information is entered and certified appropriately.
Does an API provide unrestricted access to PSRS data? No. Access is limited based on approved permissions and authorized functionality.
Can any vendor connect to PSRS? No. Vendor integrations must be reviewed and approved by OCA.
Will OCA build our local integration? No. Your jurisdiction and its jail or case management system vendor are responsible for developing the local integration using approved PSRS specifications. Catalis provides technical documentation and support for connecting to PSRS.
Is technical support available? Yes. OCA serves as the primary point of contact for API coordination and request tracking, while technical implementation and production connectivity support are coordinated with the PSRS vendor, Catalis. This process assumes the vendor’s technical resource has experience with API integration development and is able to utilize the provided documentation to research, develop, test, and support the necessary integration code.
