Pecos Housing Finance Corp. v. City of Arlington, Nos. 02-25-00475-CV, 02-25-00476-CV (July 30, 2026) (Walker, J., joined by Sudderth, C.J., and Wallach, J.).

Held:  The trial court had subject-matter jurisdiction to issue temporary-injunction orders prohibiting the Pecos Appellants from purchasing or acquiring real property in the Appellees’ geographic boundaries or from seeking or obtaining property-tax exemptions on any such property because (1) the Pecos Appellants do not enjoy governmental immunity and (2) they were not required to file a challenge petition with the appraisal review board before filing suit.  Nevertheless, the trial court’s temporary-injunction orders were facially void because they failed to comply with Texas Rule of Civil Procedure 683’s strict requirements.
