Dr. Kelly Wouters is the Laboratory Director for Armstrong Forensic Laboratory in Arlington, Texas.  He received his B.S. in Chemistry from The University of Texas at Austin and his Ph.D.  in Chemistry from The University of Texas at Arlington.  Dr. Wouters has worked as a forensic chemist for 15 years and has testified in court as an expert witness in the disciplines of Fire Debris, Materials (Trace), Seized Drugs and Toxicology for Blood Alcohol (Non-interpretive). 

Dr. Wouters is an appointed Member of the Trace Evidence Scientific Area Committee's (SAC's) Ignitable Liquids, Explosives and Gunshot Residue Subcommittee within the Organization of Scientific Area Committees (OSAC) for Forensic Science.  He is also an appointed Member of the AIHA Technical Advisory Panel (TAP), providing technical expertise for AIHA's Laboratory Accreditation Programs in areas involving forensic analyses. 

Dr. Wouters is certified by the American Board of Criminalistics, specializing in Comprehensive Criminalistics.  He is a member of the American Academy of Forensic Sciences, ASTM International committees E30 (Forensic Science), F15 (Product Testing) and E54 (Homeland Security Applications).
